Android developer verification: Expanding to all developers on Play Console and Android Developer Console


Google has introduced Android developer verification, a system that requires developers to verify their identity before distributing apps. The rollout applies to both Play Console and the Android Developer Console.

Android developer verification

Android supports app distribution through Google Play and sideloading. According to Google’s analysis, malware instances are significantly higher in apps installed from sideloaded sources compared to Play Store distribution. The verification system is intended to reduce repeated misuse by unidentified developers.

Developer rollout

The verification process is being made available to developers ahead of enforcement.

  • Available in Play Console and Android Developer Console
  • Developers can begin verification immediately
  • Developers already verified on Play Console may not need additional steps
  • Apps distributed outside Google Play can be registered through Android Developer Console
Developers can still choose where to distribute their apps. Most users’ download experience will not change
Integration with tools

The system is being integrated into existing developer workflows.

  • Android Studio: App registration status will be shown during APK or App Bundle generation
  • Play Console: Eligible apps will be automatically registered for verified developers
  • Manual registration may be required in limited cases
  • Support will be added to register apps distributed outside Google Play
You’ll see your app’s registration status in Android Studio when you generate a signed App Bundle or APK.
Limited distribution accounts

A separate account type is being introduced for small-scale app sharing.

  • No government ID required
  • App distribution limited to up to 20 devices
  • Intended for students and hobby developers
The Android developer verification page in your Play Console will show the registration status for each of your apps.
Android Developer Verifier

Google will introduce Android Developer Verifier, a system-level service that checks whether an app is registered to a verified developer. It will be included in Google System Services settings.

Availability and rollout timeline

  • April 2026: Android Developer Verifier appears in system settings
  • June 2026: Early access begins for limited distribution accounts
  • August 2026:
    • Limited distribution accounts roll out globally
    • Advanced sideloading flow becomes available
  • September 30, 2026:
    • Verified developer requirement enforced in Brazil, Indonesia, Singapore, and Thailand
  • 2027:
    • Expansion of enforcement to global markets

There are no immediate changes to the app installation process. After enforcement begins, apps must be registered to verified developers to install or receive updates on certified Android devices. Unregistered apps can still be installed using ADB or the advanced sideloading flow.
