Android developer verification: Google adds advanced flow for unverified apps


Google announced updates to Android developer verification requirements, focusing on user protection while maintaining platform openness. The changes aim to address risks from unverified app installations while still allowing informed user choice.

Matthew Forsythe, Director of Product Management, Android App Safety, said the company has heard from power users who want the ability to take informed risks when installing apps from unverified developers. Based on this, Android is introducing a new advanced flow.

Advanced Flow Designed to Prevent Coercion

The advanced flow is intended for users who choose to install apps from unverified developers. It is a one-time process designed to reduce the risk of coercion during scam attempts.

Scammers often use fear and urgency—such as threats of financial loss, legal issues, or harm—to push users into bypassing security protections. According to the Global Anti-Scam Alliance 2025 report, 57% of surveyed adults experienced a scam in the past year, with global losses reaching $442 billion. The advanced flow introduces steps that create delay and separation from such pressure.

How the Advanced Flow Works
  1. Enable Developer Mode – Requires manual activation in system settings, preventing accidental or one-tap bypasses.
  2. Confirm No External Guidance – Users must confirm they are not being instructed to disable protections.
  3. Restart and Reauthenticate – Restarting the device and verifying identity using biometrics or PIN helps interrupt ongoing scam attempts.
  4. Waiting Period and Verification – A one-day delay is required before confirming the change, reducing urgency-based decisions.
  5. Install Apps – After confirmation, users can allow installations from unverified developers for 7 days or indefinitely. A warning will still appear before installation.

Developer Access Options

Android is introducing multiple approaches to developer verification:

  • Limited Distribution Accounts – Allows students and hobbyists to share apps with up to 20 devices without requiring a government-issued ID or registration fee.
  • Advanced Flow – Provides a controlled method for users to install apps from unverified developers while maintaining security safeguards.
Availability

The advanced flow and limited distribution accounts will be available in August 2026. Starting September 2026, apps in select regions must be registered by a verified developer to be installed on certified Android devices. This requirement will apply in Brazil, Indonesia, Singapore, and Thailand. From 2027 onwards, the verification requirement will expand to additional regions globally.
