
Google announced new security measures for Android app distribution, requiring developers to verify their identities for apps on devices with Google services. The update aims to protect users from malware, scams, and financial fraud while keeping Android open to alternative app stores and manual installations.
Securing the Android Ecosystem
Suzanne Frey, VP of Product, Trust & Growth for Android, emphasized Android’s commitment to remaining both “open and secure”. She explained that Google is adding safeguards that confirm who develops an app without policing the app’s content or how it is distributed.
Frey noted that evolving threats, including attacks targeting financial information, have prompted Google to increase developer accountability. Some bad actors impersonate developers to release fake apps. Google’s internal analysis shows over 50× more malware from manually downloaded apps compared with apps obtained via Google Play.
Developer Verification
From next year, only apps from verified developers will be allowed on Android devices with Google services. This step increases accountability and helps prevent harmful apps from spreading. Google likens the verification process to an airport ID check, confirming the developer’s identity without inspecting the app itself.

Since Google introduced verification for Play Store apps in 2023, the company has observed fewer instances of bad actors exploiting anonymity. Expanding the process across Android establishes a consistent baseline of accountability.

Developers can access early testing of the verification system starting in October 2025, with key milestones as follows:
- Full verification opens for all developers: March 2026
- Mandatory in four countries (Brazil, Indonesia, Singapore, Thailand): September 2026
- Global rollout begins: 2027 onward
