The upcoming WhatsApp for iPad app given that your iPhone is connected to a stable internet connection will be able to make voice calls. Since WhatsApp for iPad works like a regular WhatsApp Web-based client when it launches, so, there is a chance of voice calls coming to WhatsApp Web too.
