
The Department of Telecommunications (DoT) has issued a caution to citizens regarding the misuse of telecommunication identifiers, including the International Mobile Equipment Identity (IMEI) number of devices. With the rapid growth of mobile connectivity in India, tampering or unauthorized use of these identifiers has become a serious concern.
To protect citizens and secure telecom networks, the Government of India has reinforced legal provisions against tampering and misuse of unique device identifiers. The DoT emphasizes compliance with the Telecommunications Act, 2023, which strictly prohibits altering or using devices with tampered IMEI numbers.
Key Legal Provisions
- IMEI Tampering Prohibited: Section 42(3)(c) of the Telecommunications Act, 2023 prohibits tampering with telecommunication identifiers. Section 42(3)(e) bars obtaining SIM cards or identifiers through fraud, cheating, or impersonation.
- Possession of Unauthorized Equipment: Section 42(3)(f) states that willful possession of mobile handsets, modems, modules, SIM boxes, or other radio equipment that use tampered or unauthorized identifiers is an offense.
- Penalties: Violations can lead to up to three years of imprisonment, fines up to Rs. 50 lakh, or both. These offenses are cognizable and non-bailable under Section 42(7). Section 42(6) provides the same punishment for anyone abetting or promoting such offenses.
- Telecom Cyber Security Rules, 2024: Prohibit altering IMEI or producing/possessing equipment in which IMEI can be configured, changed, or altered.
Citizen Guidelines
Citizens are advised not to:
- Use mobile devices with tampered IMEI numbers.
- Procure or operate devices such as modems, modules, or SIM boxes with configurable or tampered IMEIs.
- Obtain SIM cards through fraudulent means, fake documents, or impersonation.
- Transfer SIM cards issued in their name to others who may misuse them.
- Use apps or websites that modify Calling Line Identity (CLI) or other telecom identifiers.
Note: Individuals remain liable if SIM cards issued in their name are misused for cyber fraud. Procuring a SIM card and handing it over to someone who misuses it can result in legal consequences for the original holder.

IMEI Verification and Reporting
Citizens can verify IMEI details and device information using the Sanchar Saathi portal or Sanchar Saathi Mobile App, which provide the brand name, model, and manufacturer.
Additionally, the DoT advises users to ensure device authenticity using the KYM feature: send KYM <IMEI> to 14422. This confirms that the device is genuine and helps maintain a secure mobile ecosystem.
