
Apple has announced changes impacting iOS apps in Brazil following an agreement with the country’s competition regulator CADE. The updates introduce alternative app marketplaces, new payment options outside Apple In-App Purchase, and updated developer business terms.
iOS changes in Brazil
Apple says the changes also include safeguards aimed at reducing privacy and security risks.
Alternative app distribution in Brazil
Developers in Brazil will be allowed to distribute iOS apps through alternative app marketplaces in addition to the App Store. These marketplaces must be authorized by Apple and meet ongoing requirements.
Apps distributed outside the App Store will be reviewed through Notarization, which focuses on basic security and integrity checks, including:
- Malware, virus, and security threat detection
- App functionality and stability checks
- Privacy and data handling review
- Fraud and scam risk detection
Notarization uses automated and human review but is less extensive than App Store Review.
Apple states that apps outside the App Store may carry higher risks, including exposure to scams, fraud, and harmful content.
Alternative app marketplaces
Developers will be able to:
- Operate and distribute apps via alternative app marketplaces
- Register marketplaces using App Store Connect
- Select eligible apps for alternative distribution
- Manage updates and notifications for distributed apps
Marketplace operators must be authorized by Apple and comply with security, reporting, and operational requirements.
Payment options in iOS apps
Apple is introducing additional payment options for App Store apps in Brazil. Developers can now offer:
- Apple In-App Purchase
- Alternative in-app payment processors
- External website payment links
Apple In-App Purchase will continue to be displayed alongside these options.
However:
- Only Apple In-App Purchase supports refunds, subscription management, and purchase history
- External payment methods may require users to share data with third parties
- Apple may have limited ability to assist with fraud or disputes involving external payments
Apple notes that alternative payment methods introduce additional privacy and security risks.
Updated business terms for developers
Apple has revised commission structures for digital goods and services in Brazil:
- 10% commission for small developers, select programs, and subscriptions after the first year
- 21% commission for standard digital goods and services transactions
- 5% fee for Apple In-App Purchase payment processing
- 10–15% commission on web-linked purchases from apps
- 5% Core Technology Commission (CTC) for apps distributed outside the App Store
Apple says the structure reflects platform services including distribution tools, security systems, and developer infrastructure.
Child safety and protections
Apple has introduced additional safeguards for users under 18:
- Apps in the Kids category cannot link to external payment websites
- Parental gates are required for alternative payment flows
- Apps must follow age rating and content rules
- New APIs will support parental oversight of external purchases
Existing safety tools such as Screen Time, Family Sharing, Communication Safety, and content filters remain available.
Availability
The changes will roll out with iOS 26.5 in Brazil. Developers will need to agree to updated Apple Developer Program terms, with full compliance required by July 6, 2026. Apple has also provided updated developer resources to support alternative distribution and payment systems.
