Gujarat Government and Meta partner to advance digital governance and AI accessibility

The Government of Gujarat and Meta have announced a strategic, two-year partnership aimed at integrating artificial intelligence (AI), next-generation wearable technologies, and digital infrastructure into public administration and economic development.

The collaboration aligns the state’s “Sugam Digital” e-governance vision with Meta’s emerging technology portfolio. According to officials, the partnership will focus on expanding citizen services, improving accessibility for individuals with disabilities, and providing digital skills training for local businesses and content creators.

Expanding Last-Mile Delivery via WhatsApp

The first initiative under this partnership is a Memorandum of Understanding (MoU) to launch a WhatsApp-based conversational chatbot. Designed to streamline public service delivery, the chatbot will allow residents to access 20 critical government services directly through the messaging platform.

  • Language & Accessibility: The service will be available in both Gujarati and English. It will feature voice-command capabilities to assist users across rural and urban demographics who may face literacy or technological barriers.
  • Services Covered: Citizens will be able to request income, caste, and Economically Weaker Sections (EWS) certificates, update ration cards, access revenue records, file official affidavits, and submit grievances.

The initiative aims to minimize reliance on multiple web portals and reduce wait times at physical government offices.

In addition to the messaging chatbot, both entities signed a Letter of Intent (LOI) to explore broader applications of AI and wearable hardware within the state.

Assistive Technology Pilot

The collaboration outlines a pioneering pilot program utilizing Ray-Ban Meta smart glasses to assist visually impaired citizens. The program will evaluate how AI-powered wearable technology can improve daily mobility and accessibility, exploring new frameworks for inclusive digital infrastructure.

Digital Literacy for SMBs and Creators

The partnership also introduces capacity-building programs targeted at Gujarat’s Small and Medium Businesses (SMBs) and creator economy. Local entrepreneurs and content creators will receive training on Meta’s AI-driven tools, focusing on digital marketing, localized customer engagement, and business scaling strategies.

Next Steps

Over the course of the two-year agreement, the Government of Gujarat and Meta plan to develop operational and safety frameworks to scale these programs. Implementation metrics will focus on the efficiency of public service delivery and the economic integration of AI tools among local enterprises, establishing a potential template for technology-enabled governance in India.
