TRAI calls for stakeholder feedback on proliferation of public Wi-Fi

The Telecom Regulatory Authority of India (TRAI) has officially released a consultation paper focused on the “Proliferation of Public Wi-Fi Networks in India”.

This aims to review the existing regulatory framework, identify persistent challenges affecting the expansion of public Wi-Fi, and invite feedback from stakeholders on actionable measures to accelerate the growth of this critical infrastructure across the country.

Key Areas of Focus

The newly released Consultation Paper comprehensively covers several vital dimensions of the public Wi-Fi ecosystem:

  • Global Best Practices: An overview of the public Wi-Fi ecosystem in other nations, drawing key takeaways from international experiences to inform domestic strategies.
  • Current Domestic Landscape: A thorough assessment of the current status of public Wi-Fi in India, analyzing deployment trends, infrastructure gaps, and evolving user demand patterns.
  • Challenges and Bottlenecks: Identification of the primary issues hindering public Wi-Fi proliferation, such as last-mile connectivity constraints, right-of-way (RoW) challenges, and commercial viability.
  • Stakeholder Roles: An examination of the respective roles that Central and State Governments, local bodies, Telecom Service Providers (TSPs), Internet Service Providers (ISPs), and private entities must play to develop viable public Wi-Fi models tailored for rural areas, urban centers, and high-footfall locations.
  • Technical and Operational Frameworks: An exploration of issues relating to authorization, seamless roaming, authentication processes, and billing systems within the Indian public Wi-Fi ecosystem, including potential integration with modern digital public infrastructure like UPI.
  • Monetization and Sustainability: An analysis of potential direct and indirect revenue models—such as freemium access, advertisement-based models, and data offloading—required to ensure the long-term economic sustainability of public Wi-Fi networks in the Indian context.

TRAI has placed the complete Consultation Paper on its official website (trai.gov.in) for public access. To facilitate a robust regulatory reassessment, the Authority invites written comments from all relevant stakeholders.
