Cellecor plans first overseas manufacturing facility in Liberia

Cellecor Gadgets Limited is evaluating its first manufacturing and assembly facility outside India. Through an overseas step-down subsidiary, the company has entered into Preliminary Heads of Terms with the Liberia Special Economic Zone Development Company (LSEZDC).

The agreement covers a proposed site in the Buchanan Special Economic Zone, located in Grand Bassa County, Liberia.

The Liberia Special Economic Zones Authority (LSEZA), a statutory body of the Liberian government, signed the document as a witness, confirming its support in principle for the venture.

Project Scope and Operational Capabilities

The proposed development is planned for an area of approximately 15 acres within the Buchanan Special Economic Zone. The site is intended to serve several integrated operational functions:

  • Production & Assembly: Assembly of consumer electronics and home appliances.
  • Quality Assurance: Dedicated facilities for testing and quality control.
  • Supply Chain Infrastructure: Packaging, warehousing, and logistics hubs for domestic distribution and regional exports.
  • Workforce Development: Specialized programs for technical training and local skills development.
Strategic Context and Regional Market Dynamics

The initiative aligns with expanding digital adoption across Africa. According to GSMA data, mobile technologies and services contributed approximately $240 billion to the African economy in 2025 (7.8% of continental GDP), with projections reaching $290 billion by 2030.

Because affordability remains a major factor in regional adoption, Cellecor seeks to position its value-focused product catalog—spanning smartphones, smart TVs, home appliances, and personal electronics—within emerging West African markets.

Liberia’s Atlantic coastline offers direct maritime access to the wider West African region, a market comprising more than 400 million people across 15 countries. Establishing local production is designed to streamline supply chains, lower import and logistics expenses, and foster local industrial employment.

Next Steps

The project is entering preliminary phases involving technical planning, feasibility assessments, site evaluations, and regulatory clearances. If finalized, the facility will serve as Cellecor’s primary manufacturing hub for broader distribution across the African continent.

Commenting on the development, Ravi Agarwal, Managing Director, Cellecor Gadgets Limited, said:

Cellecor was built on the belief that technology should be accessible, relevant and affordable. Our proposed entry into Africa takes that philosophy into a new geography and, importantly, into a new part of the value chain. We are not looking at Liberia simply as a market; we are exploring the opportunity to build a manufacturing and regional platform from which Cellecor can participate in Africa’s long-term consumer technology growth.
