Apple updates EU App Store policies under Digital Markets Act

Apple announced updates to its App Store policies for developers in the European Union on Thursday. These changes come in response to requirements set by the European Commission under the Digital Markets Act (DMA), introducing new business terms and improvements to the user experience.

Communication and Promotion of Offers

Developers based in the EU can now promote and advertise offers for digital goods or services through various destinations, including:

  • Websites
  • Alternative app marketplaces
  • Other apps

Users may access these offers either within the app or via external methods such as web views or native screens. Apps utilizing these options must comply with new business terms, which include:

  • An initial acquisition fee
  • Store services fees
  • The Core Technology Commission (CTC) as defined in the StoreKit External Purchase Link Entitlement (EU) Addendum

Apple’s CTC supports developers by funding key tools and services. Additionally, music streaming apps within the European Economic Area (EEA) can benefit from the Music Streaming Services Entitlement (EEA).

Transition to a Single Business Model by 2026

Starting January 1, 2026, Apple will unify developer fees across the EU by replacing the current Core Technology Fee (CTF) with the Core Technology Commission (CTC) for digital goods or services sold through:

  • The App Store
  • Web distribution
  • Alternative marketplaces

Until the CTC is fully implemented, apps covered by the EU Alternative Terms Addendum will remain subject to the CTF. Once the switch happens, the CTF will no longer apply. More details will be provided by Apple in due course.

User Experience Updates

Starting with iOS 18.6 and iPadOS 18.6, users in the EU will find it easier to install alternative marketplaces or apps from developer websites thanks to an updated interface.

  • Apple will also introduce an API later this year that allows developers to trigger downloads of alternatively distributed apps from inside their apps.
  • Additionally, developers can schedule 30-minute online meetings with Apple to discuss and give feedback on the updates.
